Lisa Orloff

Founder and President

Lisa C. Orloff is a thought leader in disaster management specializing in spontaneous volunteer management, community engagement and emotional resiliency. Orloff has nearly two decades of experience in the field and in the classroom. She is the founder of World Cares Center, the not for profit, voluntary organization she spearheaded post September 11, 2001 and the President of Resiliency Advisors, a consulting firm. She has authored Managing Spontaneous Community Volunteers in Disasters used in the field and in the classroom. Orloff has developed curriculum for the Pratt University Graduate program Facilities and Construction Management and contributes to the John Jay College of Criminal Justice Fire Safety and Disaster Management Program. Orloff has been called up by the Department of Defense, the Sri Lankan Ministry of Health, multiple Offices of Emergency Management as well as grassroots groups as an advisor. Orloff is an executive trainer providing services to organizations including Voluntary Organizations Active in Disaster, the American Biological Safety Association, the Sri Lankan Department of Emergency Measures and Salud, Puerto Rico’s Department of Health. Orloff is the deployment lead responding to numerous disasters globally from the 9-11-2001 relief effort to the Haitian Earthquake, Hurricane Irene and Super Storm Sandy and Hurricanes Harvey in Texas and Hurricane Maria in Puerto Rico. She is the recipient of the Mayor’s Voluntary Action Award for her relief work in and around Ground Zero and letters of commendation from the Department of Defense and the New Jersey Office of Emergency Management, Hope Worldwide, The Martin Luther King Human Rights Lifetime Achievement Award from Power Chaplain State of New York and a citation from the Brooklyn Borough President for her commitment to the local residents and community. In her spare time Orloff is a Firefighter at the Eastport Fire Department.

Brenda Quinn

Finance Manager, World Cares Center

Brenda Quinn, Finance Manager at World Cares Center will support WCC’s OE22-2201 Strengthening the Population & Public Health Workforce Pipeline: enhancing the Capacity of the Nation’s Public Health Workforce to Advance Health Equity Cooperative Agreement initiative as the Finance Manager. Brenda Quinn joined the Internal Revenue Service in 1984 after graduating High School and performed administrative and auditing duties while obtaining her bachelor’s degree from Uconn. Upon receiving her degree she progressed in her IRS career to become an Employment Tax Specialist while also providing support to EEOC when necessary. Additionally, she trained other Revenue Agents in the classroom as well as in the field. Needing a break from accounting in 1996, Brenda attended NY Restaurant School to study as a Pastry Chef. She pursued this career path for several years but soon returned to accounting opening her bookkeeping business specializing in bars and restaurants. Once covid hit, most of her clients had to close their business and so did she. Once it was safe to return to workplace, she found a home a World Cares Center.

Franchesca Morel

Administrative Assistant

Franchesca, Administrative Assistant at World Cares Center will support the coordination of WCC’s OE22-2201 Strengthening the Population & Public Health Workforce Pipeline: enhancing the Capacity of the Nation’s Public Health Workforce to Advance Health Equity Cooperative Agreement initiative in the translation of the training into Spanish. Franchesca will engage and manage SME’s who will translate the training, downloadable templates, and record experiences in Spanish. Franchesca will be responsible for user support and data reporting ensuring a fluid user experience and administration of CEU’s. Franchesca graduated from Binghamton University in 2010 and has over 8 years of administrative experience. She was born in Dominican Republic and raised in New York City. She attended Bard High School Early College in the lower east side Manhattan and is fluent in English and Spanish. Prior to World Cares Center, Franchesca worked as a Human Resources assistant at the Animal Medical Center. She enjoys running, photography, and yoga.

Nezahat Glloxhani

WCC Administration and Training Support

WCC Administration and Training Support Nezahat Glloxhani originally comes from Kosovo, where she worked as a Medical Doctor, serving her community for over 23 years. Her specialty was in Family Medicine, where she treated patients of all ages. In 2002 she became Director of the Medical Center in municipality of Gjakova. Which main goal was to coordinate preventive care for local residents . During the 1990’s, when Kosovo was consumed in sectarian violence, Nezahat experienced firsthand the challenges of disaster preparedness. To escape the violence in Kosovo, she immigrated with her family to the United States. While working towards her liberal arts degree from Kingsborough Community College, Nezahat served as a peer mentor to other students. She conducted as an assisted Professor in Student Development classes, planned and performed orientation program for new college students. Organized counseling session for foreign students to help in getting degree programs. After graduation she was hired by the Counseling and Health Services Office as a College Assistant, where Nezahat evaluate students account and behavior data in order to achieve maximum student progress. She updated the Counseling Center policies to improve graduation rates and college going rate. She managed outreach to the largely international student body. Nezahat is thrilled to be able to bring her experience in disaster preparedness to World Cares Center.

Hilary Wilder

Instructional Technology Specialist

Hilary is an instructional technology specialist with over 35 years of experience and a doctorate in Instructional Technology from Teachers College Columbia University. She has worked in the corporate/non-profit sector, designing, and developing multimedia and online training, as well as in the educational sector where she developed and taught undergraduate and graduate courses in learning technologies. She retired in 2017 as a full professor from William Paterson University in New Jersey where she was the director of their M.Ed. in Leaning Technologies program, and now teaches as an adjunct professor. She is World Cares Center’s instructional technology specialist and works as part of the Disaster Volunteerism Academy Curricula development team.

Steve Landfield

WCC Trainer

Steve has an extensive background in environmental health safety and safety training. In addition to being a primary World Cares Center Trainer, he is also a Principal Instructor with Environmental Education Associates (EEA) & Zota Professional Training, where he teaches the EPA/HUD lead paint safety Renovation, Repair & Painting Certification training. As a EPA Certified Lead-Based Paint Risk Assessor, he also teaches the Lead Inspector course to NYC HPD Housing Inspectors. He is a Lead Compliance Consultant for the New York City Housing Authority (NYCHA):UNYSE Environmental Consultants. Compliance observation of lead abatement and lead renovation activities being done at NYCHA facilities. Steve is also an Instructor in Mold Remediation Methods & Inspection for New York City Housing Authority Classes for Environmental Education Associates and a Licensed NYS Mold Remediation Supervisor. He is an Industry Skills Instructor for Thomas Shortman Training Fund, 32BJ SEIU – Training building superintendents to assess and remove deteriorated lead paint hazards pursuant to EPA/HUD & Visual Assessment/NYC Local Law 1, regulating lead paint hazards in NYC multiple dwelling units. Industry Safety Instructor in Mold & Asbestos Awareness, Bedbug Awareness, Carbon Monoxide Law Compliance, Chemical Safety in the Workplace, Integrated Pest Management, Heat & Hot Water and How to Manage Renovation Projects for NYC building superintendent and worker training. Steve is also a FEMA Disaster Housing Inspector with WSP USA Inspection Services and a Public Health First Responder – with the Hoboken, NJ Community Emergency Response Team and as a volunteer member of the Hudson County, NJ Regional Health Commission Medical Reserve Corps.

Steven Ayling

WCC Trainer

Steve is a 20-year, U.S. Navy Veteran (Surface Warfare Officer), with experience in Humanitarian Assistance & Disaster Relief (HADR) preparedness, planning and response.While serving in the Emergency Operations Center for Navy Region Europe, some of his work included planning for evacuations of Naples and Sigonella due to eruptions of Mt. Vesuvius and Mt. Etna. He has a master’s degree in Emergency Management (EM) from John Jay College and is the Veteran’s Liaison Coordinator. He serves as the Commander of the Richmond County American Legion and volunteers time with the USO, assisting Veteran’s and their families.
